Neutral Solutions was founded in 1999 on the principle that resolution services for construction disputes are most effectively provided with intimate working knowledge of the construction process, and with a background of technical and hands-on knowledge related directly to the experiences of each of the parties.
In addition to over 20 years of architectural services providing the front line of dispute resolution between owners, contractors, subcontractors and agency officials, David Neagley is also familiar with all roles of the construction process through his experience as a property developer, owner/builder, and contractor.
As a forensic architect and industry expert he has provided an array of services for both plaintiff and defense counsel, and is familiar with cases ranging from small two-party disputes to large multi-party CD cases. He has been retained by attorneys, developers, individual property owners, homeowner associations, architects, engineers, business owners, general contractors and subcontractors.
